Assistant Secretary, Nuclear Safeguards and Security Branch

Charlotte East is Assistant Secretary, Nuclear Safeguards and Security Branch at the Australian Safeguards and Non-proliferation Office (ASNO). She is a respected source of advice on International Atomic Energy Agency (IAEA) safeguards and non-proliferation within the Australian Government, and an internationally recognised expert in nuclear security.

Since 2021, Charlotte has been focused on supporting Australia’s acquisition of nuclear-powered submarines under the AUKUS partnership advising on the non-proliferation, safeguards, security and regulatory approach for the program. She leads teams which work on policy development to strengthen the international nuclear non-proliferation architecture; protecting Australia’s nuclear facilities and material against unauthorised access, removal and sabotage; and ensuring Australia meets our international safeguards obligations to the IAEA.

Charlotte has served in previous appointments as the Australian representative to the IAEA Nuclear Security Guidance Committee, and as a Nuclear Security Analyst at the IAEA. She has worked on nuclear issues for more than 18 years.
